Child Welfare Staffing (242)

SB 15-242 directs additional funding to counties in addition to the Child Welfare Block for the specific purpose of hiring  new child welfare staff. This legislation was in response to a workload study performed by the Office of the State Auditor. The study recommended that additional county staff were needed to address the increase in workload and insufficient staff.

  • This funding is for new county child welfare staff (salaries, benefits, and operating expenses) hired after January 1, 2015.

  • These funds are allocated to counties pursuant to a formula approved by the Child Welfare Allocation Committee.

  • There is a 10% county match to all counties except for those in Tiers 1 and 2 of the county tax base relief  designation. Those counties do not have a match for the expenditures.
